AGENDA-1: CONFIRMATION OF THE MINUTES OF 2nd/3rd/4th CEC MEETING HELD ON 11-12-2023

After brief review and discussion, Minutes of 2nd 3rd & 4th CEC meetings were confirmed / seconded as per the following:

AGENDA 2: BRIEFING & DISCUSSION ON DEREGULATION OF NEML DRUGS AND ON WAY FORWARD BY CHAIRMAN PPMA, SENIOR VIVE CHAIRMAN PPMA, FORMER CHAIRMEN PPMA MR. ZAHID SAEED, MIAN ASAD SHUJA UR REHMAN, MR. TAUQEER UL HAQ & MEMBER CEC MR. OSMAN KHALID WAHEED.
Chairman PPMA briefed about Lahore High Court stay order and the final decision regarding deregulation of pricing of non-essential category of drugs. He updated that notifications are valid and DRAP or NHS have not raised any issues regarding the legal proceedings conclusion at LHC. Due to fear of reversal of decision at government level, few in the industry are in slight anxiety otherwise all manufacturers are being careful as per advice of PPMA on increasing prices. House agreed to increase the prices only where absolutely needed by 10-15% and to encourage all license holders to follow this advice.
Senior Vice Chairman PPMA said it’s a big achievement with the efforts of Office bearers & Former Chairmen and CEC for the sake of the country and survival of the sector. He urges to avoid sharing any negative news about industry in any group. He appreciated legal advisor Barrister Haroon Dougal and efforts of Chairman PPMA for a very productive role for achieving this landmark. At this stage Chairman PPMA also acknowledged coordinating role of Pharma Bureau and support given by BOI and SIFC in encouraging the
growth and positive role of the pharma sector. Team work should be continued for existing and future plans, Chairman PPMA urged. He emphasized for sharing positive news about industry regarding new therapies launching / availability of Essential drugs / Exports/new sections etc with Govt. high ups, public and media to generate noise for positive image building of the industry.
He further updated that documents regarding Drug act 1976/DRAP act 2012 proposed amendments have been submitted to Dr. Jahanzeb Khan SAPM. Talking about Director Liability Chairman PPMA added that we discussed with SAPM that errors can be occurred in any industry those shouldn’t be considered under criminal intention. Counterfeit / unregistered / unlicensed must be treated accordingly.
Mr. Zahid Saeed and Mr. Tauqeer ul Haq seconded the opinions and encouraged positive sentiment and better availability of medicines in the market.
It was decided that:
CRF should be used judicially with the consent of Stake holders / Pharma Industry nand government should be requested to eliminate it in the future.
2-D Matrix system shall be linked with deregulation case to give positive news to the DRAP / NHS by collecting Data from PPMA member companies about implementation. For the best practice & implementation, data from the basket countries shall also be collected. However, solution should be economical, workable and practical. Same shall be shared with DRAP. Summary regarding 2-D Matrix shall be share with CEC for consensus before submitting to DRAP.

AGENDA-3: PRESENTATION ON SALES TAX (& OTHERS) RELATED BUDGETARY PROPOSALS BY CHAIRMAN PPMA.
Chairman PPMA briefed the house about sales tax presentation and called consultant Mr. Ahsan For proposal prepared by him…
. Brief history with current scenario of Sales Tax were discussed through multimedia presentation to the CEC PPMA by the consultant FBR. Following were the focus points:
1. Exemption.
Zero rating regime.
Reduce rate regime.
IV. Best regime in current scenario.
V Potential FBR reservation to zero rating.
VI.
Possible resolution to FBR reservation.
VII. Existing stuck refunds.
After detailed discussion and questions with the consultant, House decided to go for zero rating sales tax with existing sales tax rates at all levels provided government is positive about such a proposal. Given the critical importance of other matters taken up with the government, this should not become a point of contention at any level as IMF pressure may be there to do otherwise. This was advised by Mr. Zahid Saeed and seconded by Chairman PPMA. Consultant Mr. Ahsan will prepare proposal on this to share with Chairman PPMA for consent through CEC PPMA as necessary. Similarly, budget recommendations will incorporate any such proposal as may be decided by Office Bearers.
AGENDA4: UPDATE ON SOCIAL MEDIA OUTREACH ACTIVITIES AND FIRM FOR HIGHLIGHTING IMAGE BUILDING INITIATIVES FOR PPMA BY CHAIRMAN / S.V CHAIRMAN / VICE CHAIRPERSON PPMA
Chairman PPMA informed the house that media company has been finalized with following purview: a) Name of the company is “MEDIA SOLUTION” having offices at Lahore & Karachi.
b) 2-3 minutes video about Pharma Industry of Pakistan to be used in meetings with Govt. high ups Video will cover Quality production of medicines/Export/Job opportunities / Social work eta
c) Social media platforms that will be managed: Website / Instagram/Face Book/Twitter/Linkedin etc, in both English & Urdu.
d) Member companies shall be allowed to participate with positive & productive comments e) Noise level of the industry will reach at Govt. level.
1) As per SOP, no material could be posted without approval of Chairman PPMA g) Initially one year contract for experiment base.
h) Monthly charges 125k/ month.
i) Password / IDs shall be with Secretary General / Office Bearers PPMA.

AGENDA-5: DISCUSSION ON TARIFF CONCERNS RELATING TO API BEING MANUFACTURED DOMESTICALLY BY CHAIRMAN PPMA
Chairman PPMA introduced issue regarding API duty protection for domestically manufactured APIs. After detailed discussion, it was decided to form a committee for deliberation with API domestic manufacturers and set up a mutually agreed SOPs for duty protection & production capacity related issues:

AGENDA-6: DISCUSSION ON PHARMA EXPORT SUMMIT & AWARDS PESA 2024
Chairman PPMA proposes course-Plan for the Pharma Export Awards 2024 within tenure of sitting Government. Steering Committee PESA to be informed about date & venue to start working. Senior Vice Chairman PPMA applauded PESA committee especially Mr. Haroon Qasim & Dr. Shalekh Kaiser Waheed for achievements during PESA 2023 held at Islamabad. (House appreciated PESA committee with applause)
He added that based on common objective of Govt. & PPMA for export enhancement such events could help a lot. House suggested presenting positive image of industry through video/audio since one year.
Final date shall be communicated to PESA committee once decided, most probably July end or August 1 week of 2024.
AGENDA – 7: BRIEFING ON PAK PHARMA & HEALTH CARE EXPO (EXHIBITION & CONFERENCE) HELD IN LAHORE ON 21-22 FEBRUARY 2024 IN COLLABORATION WITH PRIME EVENT MANAGEMENT INAUGURATED BY HON. GOVERNOR PUNJAB & CHAIRMAN & FORMER CHAIRMEN PPMA CENTRAL & ZONAL.
Chairman PPMA introduced the expo held in Lahore that was inaugurated by Governor Ounjab Mr. Baligh ur Rehman and Chairman PPMA. Chairman asked Former Chairman PPMA Mr. Hamid Raza to brief the house about excellent outcome of the training sessions attended by over 150 participants. Mr. Hamid Raza shared the details of the participants and the experts who conducted the sessions. He appreciated the efforts of Zonal Chairman (North) as well. Senior Vice Chairman while appreciating the efforts and requested to make South Zone also a part of these activities.
AGENDA-8: PROPOSAL ON INCREASING PPMA MEMBERSHIP NUMBERS, BY CHAIRMAN PPMA
Zonal Chairman PPMA North has been approached by few Pharma distributors for PPMA membership request. Since they are not manufacturers therefore can’t get them on membership board. However, they can be taken on board through professional events upon fee payment.
With the suggestion of house following members will prepare yearly calendar for the events:
North: Dr. Muhammad Ajmal Iqbal / Mr. Hamid Raza
South: Mr. Ch. Israr Sharif/Mr. Adnan Hirani.
Proposal shall be shared with CEC for consensus.
AGENDA 9: DISCUSSION ON TRADE / EXPORT POLICY FOR INCREASING EXPORTS B

AGENDA-11: BRIEFING ON 59TH DPC BY DR. FAISAL Q KHOKKAR/MR. ASAD SHUJA UR REHMAN.
Dr. Faisal Q Khokar briefed about 59 DPC marked agenda. He shared the DPC did not take up an
applications of drugs in non-essential category as they are no longer under their purview.
AGENDA-12: BRIEFING ON 296TH CLB BY DR. TAHIR AZAM
2 new Licenses were approved.
13 companies got approval for new (additional) sections
Renewal of regular Licenses:
Few companies change of management cases were approved
Site verifications of few companies were ok
Director Licensing intended to implement dedicated sections for Psychotropics All manufacturers of steroid / penicillin shall be notified to submit plan for the separate sections
NEW ENROLMENTS
Following three new enrollments were approved by the house.

OTHER AGENDA ITEM WITH THE PERMISSION OF CHAIR:
House unanimously decided to pay 2 million Fee + 1 lac Expenses to Barrister Haroon Dougal for his services regarding Pricing Deregulation non-essential drugs at Lahore High Court whereby South and North Zones will contribute 5 lac each with balance to be paid by Center.

House agree to increase the prices of non-essential drugs only where needed by 10-15% only. Positive news about industry regarding, new launching/availability of Essential drugs/Exports/ new sections eta to be shared with Govt. high ups and media to generate noise level of the industry for positive image building.
